Congress.gov records three March 10, 2016, actions on PN371: Banking ordered the nomination reported favorably; Senator Shelby reported it without printed report; it was placed on the Senate Executive Calendar, Calendar No. 478.
Fox News, in an archived piece titled “Banking panel approves long-stalled Treasury nomination,” reported a 14–8 committee vote and wrote that the split “reflected sweeping GOP opposition to President Barack Obama’s controversial nuclear deal with Iran.” The same piece quoted Chairman Shelby: he could not support the nomination “because of his participation in facilitating a deal that I believe is crippling to our national security.” That article is labeled reporting. The calendar action is the primary.
A committee report is not a floor confirmation. The full Senate never voted yes. Cotton later objected. The nomination was returned in January 2017.
